In Ephesians 4:11-14 we are told that Christ has instituted certain ministries in His church for the equipping of His people for the work of service, and in order that the church might be built up and that we might grow in faith and in our understanding of the faith, so that the body of Christ might mature into the image of Christ. One of these ministries is that of the evangelist.
